Harlow’s MP, Robert Halfon, has again raised his long-running campaign to end dangerous horse tethering in the House of Commons.
In an impassioned plea, Mr Halfon said that "we sadly see many horses tethered by the roadside and in dangerous locations. These horses often have no water, are left for days on end and sometimes the tether breaks causing danger for the horses and passing cars."
He then called for "tougher measures to penalise individuals who mistreat their horses and break the Code of Practice for the Welfare of Horses, Ponies, Donkeys and their Hybrids but also look to introduce a mandatory duty upon local councils to implement a licensing system to ensure that horses are monitored and receive regular vet checks and that the highest animal welfare standards are upheld."
The Minister for Animal Welfare, Victoria Prentis MP, commended Mr Halfon for his "long campaign" on this issue and set out what powers can be used to help to tackle the issue.
